She and Rhea holed up in the weather station, poring over the encrypted archive Rhea handed her. It was clear: the Rain-Harvest operation didn’t just collect water or mitigate storm effects. It actively used ionization devices and aerosol microinjections to displace storms—steering rain from high-value crops onto the poorest districts, pushing weather systems so that natural unpredictability became a function of municipal profit.
Amara felt both vindicated and sick. The genius of the system wasn’t just technological—it was political. With plausible deniability, disaster could be recast as natural variability; benefits were delivered upward, harm downward.
“We need more than technical proof,” Rhea said. “We need consent documents, contracts, payment logs.”
Jax nodded. “People don’t act unless they understand how harm is distributed. Data isn’t enough—it has to be audible.”
“At what cost?” Amara asked, her fear rising.
“At the cost of making power uncomfortable,” Jax said. “Or else we’re just documenting pain for the archives.”
